REVISION OF "THE VAGUS NERVE IS A HIDDEN NETWORK(BUT NOT THE ONLY HIDDEN NETWORK)"

I have significantly revised and expanded the first section of "The Vagus Nerve Is A Hidden Network(But Not The Only Hidden Network)". Since the original posting, my situation has become more difficult. If it does not improve, I will be posting more shortly about what is occurring.

FORT DETRICK'S LACK OF SECURITY

With the suicide of Fort Detrick scientist Bruce E. Ivins, I am reprinting my January 23, 2002 Hill News Ad, "FORT DETRICK'S LACK OF SECURITY IS OLD NEWS" http://www.healthycitizens.com/east_west.htm#ad20001102. I placed this ad when the Washington Post in a January 21, 2002 news story,"Army Lost Track of Anthrax Bacteria; Specimens at Md.'s Fort Detrick May Have Been Misplaced or Stolen", implicated Fort Detrick in the anthrax attacks. I hoped I could provoke Congressional and journalist investigations by showing that Congress 25 years before had implicated Fort Detrick. The fact is the Anthrax investigation has been poorly handled for 30 years. Both Congress and journalists have been lax in providing oversight of United State's biological programs.

In 1977, the U.S. Senate Select Committee on Intelligence in "Testing And Uses of Chemical and Biological Agents by the Intelligence Community" stated: "MKNAOMI, the Fort Detrick CIA project, provides another example where efforts to protect the security of agency activities overwhelmed administrative controls. No written records of the transfer of agents such as anthrax or shellfish toxin were kept, 'because of the sensitivity of the area and the desire to keep any possible use of materials like this recordless'. (Sidney Gottlieb testimony, 10/18/75. Hearings., Vol. 1. p. 51.) The result was that the Agency had no way of determining what materials were on hand, and could not be certain whether delivery systems such as dart guns, or deadly substances such as cobra venom had been issued to the field." The present political climate makes it difficult if not impossible to address past or present chemical and biological programs. During my years in Washington, 1998-2003, researching and attempting to promote examinations of the United States post World War II biological programs, I contacted many Congressional offices and journalists. No Congressional legislative aide or journalist would meet with me to discuss any of the issues I raised in my Hill Advertisements. http://www.healthycitizens.com/east_west.htm. Today, some academics and journalists acknowledge I am a good researcher. That comment and 50 cents might buy a day old strudel. It will not make our institutions effective. It will not help me resolve my personal difficulties.

Among the offices I contacted were Rep Bart Stupak's office and Senator Daschle's office. The former commenting on the lack of security in the biodefense research programs stated after Ivin's suicide "We are putting America at more risk, not less risk"("Anthrax Case Renews Questions on Bioterror Effort "(New York Times 8/03/08) http://www.nytimes.com/2008/08/03/us/03anthrax.html?scp=7&sq=anthrax&st=cse# In an August 2nd Associated Press story, "Suicide latest twist in 7-year anthrax mystery", former Senator Tom Daschle, whose office received an envelope containing anthrax, stated:

"I think the FBI owes us a complete accounting of their investigation and ought
to be able to tell us at some point, how we're going to bring this to
closure,... "It's been seven years, there's a lot of unanswered questions and I
think the American people deserve to know more than they do today....We need to
know exactly how Mr. Ivins was involved, if he was involved, how this relates to
the case and information that so far has been withheld from the American people
ought to be provided, And I think it should be soon."

I once met Senator Daschle on a Saturday afternoon in the basement of Chevy Chase Center while he was waiting for his wife. I briefly told him about the biological programs I believed I was a victim of and he said he would have someone in his office call me. Someone on the following Monday afternoon did page me. Sherry Temgel and I chatted for about 15 minutes and Ms. Temgel said she would get back to me. Months later, when I called Senator Daschle's office, I was told there was no one by the name of Sherry Temgel. This was very strange because she had paged me and I remember calling Senator Daschle's office number. Maybe, he will remember who he told call me. I don't think Senator Dashchle was guilty of a Congressional brush off, but the time when an ordinary citizen's concern becomes heard in Washington probably occurs as often as a citizen wins the Powerball lottery.

WHAT'S NEEDED IS LESS SOUND BITES.

Congress also owes us a complete accounting why there have not been follow-up investigations to determine why their original concerns about Fort Detrick's lack of security had not been addressed. Congress has not provided satisfactory oversight. If activist citizens like me were not given the standard polite Congressional brush off, many of the embarrassments and outrages of the past 10 years might have been avoided. I like Senator Daschle but when it comes to addressing United States biological programs, there are no good guys.

P. S. The FBI was able to identify that the anthrax came from Bruce Ivin's laboratory doesn't 100% prove he was the perpetrator. It may prove the FBI is capable of hounding and provoking suicide. There would be greater faith in the FBI and other agency's accusations if these agencies were consistently ethical in their investigations. In the August 10 New York Times, William J. THE RETURN OF THE GUINEA PIG

In "Apathy", my Feb. 7, 2008 posting, I wrote: "I am presently in a very bad situation which I will write about in future posts. It's deja vu all over again." It was not my intention for the future to be 4 months, Like many victims, I was just wishing my problems would go away. Instead I have been tortured severely and my vagus nerve and hypothalamus appear to have been re-injured. I had hoped I had reached a stage in my life when events like this would no longer happen. I am disappointed that the many people I contacted would offer no assistance: legislators, attorneys, journalists, physicians, clergy. Among these are well-known academics and journalists who have stated and written that I am a good researcher but when the going got tough, they got going. This has been my experience since I realized I had major problems 30+ years ago. As long as there is official denial of these programs and pathological apathy amongst the public, these programs will prosper. During his presidency, Jimmy Carter referred to "a crisis of of confidence affecting our society". Today this malaise is malignant and threatens our democracy.

I had hoped by showing restraint and by not being overly confrontational, my problems would go away. By not blogging I have made my situation much worse. The meek become meeker. The road to medical programs affecting hundreds of thousands of citizens(GAO figure) has been filled with people who gave our government the benefit of the doubt. There are reasons why human experimentation programs have lasted decades before they are exposed.

MEET JOE HARDING

Joe Harding was not a human experimentation victim but his death from exposure to plutonium was covered up."Stricken with cancer, his body mottled with painful sores, uranium worker Joe Harding picked up a pen for a final postscript to his nine-year struggle against the U.S.-owned factory he blamed for his fatal illness. "It is absolutely futile," he wrote just before his 1980 death, "like fighting a tiger with a toothpick. EVERYONE IS A VICTIM OF A COVER-UP

We would not have some of the national policy embarrassments we have today if the public had been more involved. Many of the Guantanamo, Abu Ghraib interrogation techniques originated with the programs I address. Significant health research originated from these programs but there has been unwarranted delays releasing this knowledge? One example is the 1996 NIH acknowledgment of the effectiveness of acupuncture upon the hypothalamus and pituitary. I believe that knowledge was known as early as 1980, if not before, How could there be a computer blackberry age if carpal tunnel syndrome and the possibility of more serious illnesses were acknowledged? I believe knowledge about the harmful effects of mobiles are buried in these programs as well as the harmful effects of other toxins.

NETIZENS: AN INITIAL STEP

I would be helped greatly if the readers of this blog would file FOIA requests regarding the programs I have blogged about. I have no problem being an open book and would appreciate help attaining all my files to establish my credibility in order to better defend myself and expose these programs. An inspection of my legal and medical records will validate my claims In addition, my father, Bernard Harold Perlman was a very well known New York City physician, a former president of the New York Cardiological society. a New York City deputy commissioner of health. His patients included New York's political and religious elite. I will not name them out of respect for physician-patient confidentiality, but in his position as physician and implementer of health policies, it is very possible he knew about these programs, In future posts, I will provide the names of my physicians including some of those involved with toxins and electromagnetic radiation. Unlike many victims, my physicians in the early 1970's were involved with electromagnetic radiation, toxins, hypothalamus and vagus nerve research. Some published their research.

My hope is not with the the journalists, attorneys, or the members of congress I have communicated with over the past 15+ years. The solution is with you, the Netizen community. If presidential candidates can raise millions for their campaigns on the Internet, victims should be able to protect themselves. This is not just about me. This also applies to individuals like the Canadian citizen who has been prevented from returning to Canada from Sudan.

Netizen civic responsibility should not be a feel good enterprise. In an ideal post 9/11 world, our government should be as open as it is asking its citizens to be.

I would like to avoid Joes Harding's fate. FOIA helps level the playing field. Congressional or presidential post humous apologies are the equivalent of a of a "hardy handshake" in WC Fields' "The Bank Dick". There is a pattern to react with indignation to crimes we learn about 20 years too late, The same indignation must be voiced at today's crimes

THE FUTURE

Soon, it may become too late to expose the United States' post World War II Medical programs. Many of the researchers and victims will have passed. These programs influenced the world we live in today. The post World War II period is the innocent child that has resulted in George Bush, the Patriot Act, and large increases in Alzheimer's, schizophrenia and diabetes . It is becoming evident that some of the "nonlethal" biological programs may be exposed soon. Only if citizens become involved will the truth triumph over disinformation.
