NATIONAL TRUTH COMMISSION

Nicholas Kristof is correct that United States should have a Truth Commission:
"The first step of accountability isn’t prosecutions. Rather, we need a national Truth Commission to lead a process of soul searching and national cleansing."

It is important we begin the process immediately. Otherwise, we will soon need to add "Reconciliation" to the name of the commission. Where I disagree with Nicolas Kristof is the assumption all our problems began with this Bush administration and will end with the election of a new president. It is my belief the torture and interrogation programs developed from the United States post World War II human experimentation programs. There are American victims who need to be heard. Torture is a bipartisn policy.

The South African Truth and Reconciliation Commission occurred after significant regime change. Is Barack Obama the agent for our change? His FISA vote is not promising. State Senators are not chosen to give the keynote address at a national political convention unless they have powerful establishment credentials. Still, "The Audacity of Hope" was a great speech, one that gives hope that Barack Obama may understand the need for "truth and reconciliation."

THE RETURN OF THE GUINEA PIG

In "Apathy", my Feb. 7, 2008 posting, I wrote: "I am presently in a very bad situation which I will write about in future posts. It's deja vu all over again." It was not my intention for the future to be 4 months, Like many victims, I was just wishing my problems would go away. Instead I have been tortured severely and my vagus nerve and hypothalamus appear to have been re-injured. I had hoped I had reached a stage in my life when events like this would no longer happen. I am disappointed that the many people I contacted would offer no assistance: legislators, attorneys, journalists, physicians, clergy. Among these are well-known academics and journalists who have stated and written that I am a good researcher but when the going got tough, they got going. This has been my experience since I realized I had major problems 30+ years ago. As long as there is official denial of these programs and pathological apathy amongst the public, these programs will prosper. During his presidency, Jimmy Carter referred to "a crisis of of confidence affecting our society". Today this malaise is malignant and threatens our democracy.

I had hoped by showing restraint and by not being overly confrontational, my problems would go away. By not blogging I have made my situation much worse. The meek become meeker. The road to medical programs affecting hundreds of thousands of citizens(GAO figure) has been filled with people who gave our government the benefit of the doubt. There are reasons why human experimentation programs have lasted decades before they are exposed.

MEET JOE HARDING

Joe Harding was not a human experimentation victim but his death from exposure to plutonium was covered up."Stricken with cancer, his body mottled with painful sores, uranium worker Joe Harding picked up a pen for a final postscript to his nine-year struggle against the U.S.-owned factory he blamed for his fatal illness. "It is absolutely futile," he wrote just before his 1980 death, "like fighting a tiger with a toothpick. EVERYONE IS A VICTIM OF A COVER-UP

We would not have some of the national policy embarrassments we have today if the public had been more involved. Many of the Guantanamo, Abu Ghraib interrogation techniques originated with the programs I address. Significant health research originated from these programs but there has been unwarranted delays releasing this knowledge? One example is the 1996 NIH acknowledgment of the effectiveness of acupuncture upon the hypothalamus and pituitary. I believe that knowledge was known as early as 1980, if not before, How could there be a computer blackberry age if carpal tunnel syndrome and the possibility of more serious illnesses were acknowledged? I believe knowledge about the harmful effects of mobiles are buried in these programs as well as the harmful effects of other toxins.

NETIZENS: AN INITIAL STEP

I would be helped greatly if the readers of this blog would file FOIA requests regarding the programs I have blogged about. I have no problem being an open book and would appreciate help attaining all my files to establish my credibility in order to better defend myself and expose these programs. An inspection of my legal and medical records will validate my claims In addition, my father, Bernard Harold Perlman was a very well known New York City physician, a former president of the New York Cardiological society. a New York City deputy commissioner of health. His patients included New York's political and religious elite. I will not name them out of respect for physician-patient confidentiality, but in his position as physician and implementer of health policies, it is very possible he knew about these programs, In future posts, I will provide the names of my physicians including some of those involved with toxins and electromagnetic radiation. Unlike many victims, my physicians in the early 1970's were involved with electromagnetic radiation, toxins, hypothalamus and vagus nerve research. Some published their research.

My hope is not with the the journalists, attorneys, or the members of congress I have communicated with over the past 15+ years. The solution is with you, the Netizen community. If presidential candidates can raise millions for their campaigns on the Internet, victims should be able to protect themselves. This is not just about me. This also applies to individuals like the Canadian citizen who has been prevented from returning to Canada from Sudan.

Netizen civic responsibility should not be a feel good enterprise. In an ideal post 9/11 world, our government should be as open as it is asking its citizens to be.

I would like to avoid Joes Harding's fate. FOIA helps level the playing field. Congressional or presidential post humous apologies are the equivalent of a of a "hardy handshake" in WC Fields' "The Bank Dick". There is a pattern to react with indignation to crimes we learn about 20 years too late, The same indignation must be voiced at today's crimes

THE FUTURE

Soon, it may become too late to expose the United States' post World War II Medical programs. Many of the researchers and victims will have passed. These programs influenced the world we live in today. The post World War II period is the innocent child that has resulted in George Bush, the Patriot Act, and large increases in Alzheimer's, schizophrenia and diabetes . It is becoming evident that some of the "nonlethal" biological programs may be exposed soon. Only if citizens become involved will the truth triumph over disinformation. SO IT GOES: THE MKULTRA PROGRAM AND MY STRUGGLE FOR HEALTH AND FREEDOM

"American Guinea Pig: My Struggle for Health and Freedom", the first entry in this blog, is an introduction to my experiences and is no where near the full story. American Guinea Pig was written months before Katherine Shrader of the AP reported the NSA monitoring Doctors and Lawyers relationships with suspected terrorists. I should have included physicians in the advertisement. In post World War II United States human experimentation research programs, there is a long history in monitoring physician- guinea pig relationships. In fact, an argument can be made that the technologies utilized in today's monitoring originated with these programs. In The Search For The Manchurian Candidate, John Marks wrote : "The Inspector General noted that the whole program could be compromised if an outside doctor 'made a correct diagnosis of an illness' Thus the MKULTRA program not only made some people sick but had a vested interest in keeping them from finding out what was really wrong." ( W.W. Norton & Co., pg. 106.) A look at the files of MKULTRA confirms that from the very beginning, a high priority was placed on the development of monitoring techniques.

MY PHYSICIAN AND LEGAL EXPERIENCES

Physicians go along with the human experimentation programs, an unpleasant necessity of doing business. How else can the longevity of these programs be explained? Many times when I lived in Washington DC 1998-2003, physicians would cancel appointments, even those I met socially who had invited me to call their office. Even when I could successfully have an appointment with a physician, he would refer me to another physician who would refuse me an appointment. One of my biggest disappointments is not finding a physician who would understand the importance of taking a stand and speaking out.

In the sidebar, "My Father's Estate" I address some of the difficulties I have had retaining attorneys It is obvious that it is the government and not my father who is worried about me with money. I don't believe my father in the last hours of his life, when he could neither speak nor sign his name, used hand signals to change his will. If this had been his intention, I am sure he would have done this months or years before. The government is not just in bedrooms but in the dyings' hospital rooms

TOTAL MONITORING

In American Guinea Pig, I write about interference with my relationship with .doctors and lawyers but the reality is there is total monitoring. There are few relationships that are not within the Government's reach. What is shocking is the ease that all these activities are accomplished. It is impossible to network to protect yourself. "Ignore, isolate and injure" is the mo of these programs whether you are in the United States or in London, Beijing, Sydney or Seoul. Many of those in Europe, Asia, Oceania who claim to be victims believe they have been victims for decades. http://www.mkultravictim.blogspot.com/ It is not just attorneys and physicians who have failed the victims but also journalists, legislators, clergy as well as their fellow citizens. To understand how this total control of an individual is accomplished is as important as exposing the individual programs.

It is important to recognize that the global aspects of these programs were addressed by Congress and Presidential Commissions in the 1970's. In "Testing and Use of Biological and Chemical Agents by the Intelligence Community", the U. S. Senate wrote about the international structure of the MKULTRA program: " The development, testing, and use of chemical and biological agents by intelligence agencies raises serious questions about the relationship between the intelligence community and foreign governments, other agencies of the Federal Government, and other institutions and individuals." This quote is relevant in helping to understand the evolution of the anti-terrorist programs, especially the cooperation between intelligence agencies in torture and rendition programs.

GLOBAL GUINEA PIG

1975, 1980 and 1996, I left the United States to first seek medical treatment and in later years to try to escape the United States Programs which I have found as likely to be successful as avoiding death and taxes They are global, so global that no longer can they be considered solely United States programs. Renditions could not have occurred without the consent of significant members of the global community. Neither could (the cerebral cortex behavioral modification mind control programs) I address.

My strategy during the past 15 years has been to look forward and be willing to forget the past. Let bygones bygones. I think most guinea pigs feel this way. Unlike many victims, my physicians in the early 1970's were involved with electromagnetic radiation, toxins, hypothalamus and vagus nerve research. Some published their research. An inspection of my legal and medical records will validate my claims Except for a couple of instances, I have never named an individual. physician, lawyer, legislator, clergy etc whom I have interacted with. I have been willing to forgive those who have knowledge about my suffering. even those who participated in my suffering. What is troubling is no one seems to realize these programs contaminate our society. These programs are not about guinea pigs; they are about us.
